At present, China is facing severe environmental challenges, with frequent cases of pollution and ecological degradation. Due to historical factors and regional differences, the country's energy conservation and environmental protection sector still faces issues such as a small overall scale, relatively outdated technology, insufficient legal frameworks, and uneven development across different areas. Although the energy consumption per unit of GDP dropped by 3.4% in the first half of this year, emissions of sulfur dioxide, ammonia nitrogen, and nitrogen oxides continue to decline. However, problems like low resource efficiency and heavy environmental debt remain serious. In this critical phase of promoting ecological civilization, the central government has released the "Opinions on Accelerating the Development of Energy Conservation and Environmental Protection Industry," aiming to alleviate resource and environmental constraints, expand effective demand, transform the economic model, promote industrial upgrading, and enhance sustainable development. This initiative holds great significance for the future of the sector.
According to the "Opinions" outlined by Dongguan environmental experts, four key tasks have been identified. First, focus on key areas to drive overall development of the energy-saving and environmental protection industry. Accelerate the growth of energy-saving, environmental protection, and resource recycling technologies and equipment, and improve technical standards. Promote innovative development models and expand the energy-saving and environmental protection service sector. Second, leverage government leadership to attract social investment into energy-saving and environmental projects. Strengthen technological upgrades in energy saving, implement major pollution control projects, promote park recycling, accelerate urban environmental infrastructure, and advance green buildings and transportation initiatives.
Third, promote energy-efficient and environmentally friendly products to boost market demand. Continue and adjust policies that benefit the public through energy-saving products, implement the "Energy Efficiency Leaders" program, improve the environmental product certification system, and carry out remanufacturing programs to encourage the replacement of old products with new, energy-efficient ones. Fourth, strengthen technological innovation to enhance the competitiveness of the industry. Focus on building enterprise innovation capabilities, accelerating the mastery of core technologies, promoting the industrialization of scientific achievements, and fostering international cooperation and talent development.
The "Opinions" set clear goals for the next three years, outlining a roadmap for the development of the energy-saving and environmental protection industry. By 2015, the total output value of the sector is expected to reach 4.5 trillion yuan, with an annual growth rate exceeding 15%. It aims to become a new pillar industry in the national economy. By promoting energy-saving and eco-friendly products, consumer demand can be effectively stimulated. Strengthening engineering and technical capabilities will also drive social investment in the sector, supporting the transformation of traditional industries and the shift toward a more sustainable economic model.
