**Notice from the General Office of the State Administration of Work Safety on the Establishment of a Safety Production Technology Support Platform**

To all provincial, autonomous regional, and municipal safety production supervision administrations, the Xinjiang Production and Construction Corps, provincial coal mine safety supervision bureaus, and all relevant central enterprises:
In order to advance the key tasks outlined in the "Twelfth Five-Year Plan for Safe Production Technology" and enhance the development of safety production technology support, the State Administration of Work Safety has decided to establish a safety production technology support platform. This decision is based on the "Decision of the State Administration of Safety Supervision on Strengthening Safety Production Technology Innovation" (Safety Supervision Technology [2012] No. 119) and the "Interim Measures for the Construction and Management of Safety Science and Technology Support Platforms" (Science and Technology Supervision Office of the General Administration of Science and Technology [2014] No. 35). The following details are hereby announced:
**I. Overall Goals and Planning**
**(1) Overall Goal:**
We will continue to deepen reforms and implement an innovation-driven development strategy. Our focus will be on accelerating the construction of safety production technology support capacity, enhancing original innovation, integrated innovation, and the ability to absorb and re-innovate foreign technologies. We aim to build an enterprise-led, market-oriented, and industry-university-research collaborative technology innovation system.
**(2) Overall Planning:**
Our goal is to effectively prevent major accidents and solve critical technical challenges in safety production. We plan to establish 150 safety technology support platforms across nine categories nationwide (refer to the National Layout Plan for the Safety Production Technology Support Platform). This will create a comprehensive, strong, and nationally-covering safety production technology support system.
**II. Selection Methods**
The selection process combines a “bottom-up, voluntary declaration†approach with a “top-down, expert recommendation†method. Experts with at least three senior professional titles in the same field must recommend candidates. The selection will also involve on-site verification. All procedures must follow the principles, conditions, methods, and steps outlined in the Interim Measures. Expert reviews will assess resource allocation, organizational management, service operations, and sustainability capabilities (see Annex 2 for evaluation criteria).
**III. Timeline**
- **Deadline for submission and recommendations:** July 31, 2014
- **Form review completion:** August 31, 2014
- **On-site audit completion:** November 30, 2014
- **Comprehensive assessment:** Early December 2014
- **Online announcement:** Late December 2014
**IV. Other Matters**
**(1) Application and preliminary review:**
All recommended units must strictly adhere to the spirit and requirements of the safety production technology documents issued by the State Administration of Safety Supervision. They should ensure the authenticity, compliance, and integrity of the application materials to maintain the quality of the projects.
**(2) Communication and coordination:**
Relevant units should maintain close contact and ensure smooth information exchange. The selected platforms should reflect advanced industry standards, strong innovation capabilities, good operational services, and robust support for safe production. This will lay a solid foundation for technological advancement in safety production.
**(3) Download forms:**

**(4) Submission of materials:**
Please send three paper copies of the official application form (with official seal), the recommendation letter, and one CD containing the electronic version to the Science and Technology Management Office of the North China Institute of Science and Technology:
