At 1:00 PM on March 21, a tent located in the farmland of Dujiayu Village, Fengtai Street, Pingdu City, Shandong Province, caught fire. The incident resulted in the death or injury of four farmers who were living in the tent. These individuals had set up the temporary shelter to prevent developers from seizing their land.
The deceased was identified as Fulin, 63 years old. After his passing, villagers kept his body at the scene using ice axes. However, around 3:00 AM on March 22, a large group of riot police arrived with shields and batons and removed the body from the location. This move sparked widespread public outrage.
Initially, local officials classified the case as a "fire." Just one day later, the official statement was revised to "suspected arson." This sudden shift raised questions about the investigation. Zhu Xiaoding, an attorney from the Beijing Cailiang Law Firm, visited the site and expressed concerns about the autopsy process. He suggested that for a case of national significance, multiple expert assessments should be conducted to ensure accurate conclusions.
At the scene, villagers discovered a pair of white gloves with a gasoline-like odor near the crime site. A local resident found the gloves under a black board on a slope nearby. The smell of gasoline led to further suspicion among the villagers, who believed the fire might have been intentional.
The tent, which had been set up in early March, was a simple structure made of wood and fabric. When reporters arrived on March 22, the tent had been reduced to a charred skeleton. Two fire extinguishers were found on the ground, but they did not seem to have been used effectively.
Inside the tent, there were three beds—two bamboo beds and one steel bunk bed. According to Li Delian, one of the survivors, the fire broke out suddenly during the night. He managed to escape by climbing down from the top bunk, while Fulin, who was sleeping on the bottom, was unable to get out in time. Fulin was found lying face down, burned and unresponsive.
The fire resulted in Fulin's death, while Li Delian, Li Chongnan, and Du Yongjun were injured. Li Chongnan and Du Yongjun were seriously hurt and taken to Shandong Weifang City Hospital, while Li Delian received treatment locally. Li Delian claimed that the fire started simultaneously from multiple points, suggesting it was not an accident.
On March 22, villagers reported finding the suspicious gloves and called the police. However, it took several attempts before law enforcement arrived. The delay fueled more distrust among the community.
In response to the incident, the Pingdu Municipal Party Committee Propaganda Department released a statement on its official microblog, stating that the case was under investigation as suspected arson.
The villagers had set up the tents to protest a real estate development project called Kaiyuan City, which was supposed to be a government-led initiative. The project covered over 4,100 acres and involved a massive investment. However, the villagers were unaware of whether their land had been sold and had not received compensation for land acquisition, only a small payment for crops.
Tensions escalated when construction teams arrived and began leveling the land. In response, villagers organized round-the-clock watch shifts to protect their property. Despite precautions such as fire extinguishers and staying awake at night, the fire still occurred.
After Fulin’s death, the villagers tried to keep his body at the scene, but the police intervened and removed it. Some family members claimed that the authorities had already reached an agreement behind closed doors, though details remained unclear.
As the families awaited official statements, rumors of a “body snatching†incident spread. Villagers clashed with police, but ultimately, the body was taken away. The Pingdu authorities denied the allegations, claiming that the family had voluntarily removed the body and that the police followed legal procedures.
This tragic event has deepened the divide between the villagers and the local government, raising serious concerns about transparency, accountability, and the rights of the local population.
