The "Regulations" will be implemented from November 1. The Regulations classify early warning signals into 14 categories including drought, heavy rain, blizzard, hail, high wind, thunder and lightning, high temperature, cold wave, frost, heavy fog, dust storms, radon, road icing, and forest (steppe) fire weather warning. The degree of harm, urgency, and development that may be caused are divided into general, heavier, severe, and particularly serious, which are indicated by the blue, yellow, orange, and red icons. When the situation is urgent, local governments, autonomous organizations at the grassroots level, enterprises, and schools should promptly mobilize and organize personnel who may be threatened by disasters to transfer or evacuate.

From November onwards, broadcasting media such as radio, television, communications and information networks will be the way for the public to understand and warn them. The "Regulations" pointed out that failure to timely disseminate warning signals or organize people to take corresponding defensive measures has resulted in serious damage to people's lives and property. In case of losses, administrative sanctions shall be imposed on the directly responsible personnel and the responsible person in charge.

The Sichuan Provincial Meteorological Disaster Early Warning Signal and Defense Guide, implemented in tandem with the "Regulations", gives icons and standards for the classification of 14 types of early warning signals and is equipped with detailed defense guidelines.
