2013 German PV companies have a cold winter

Abstract According to the Business Environment Survey conducted by the German Machinery and Equipment Manufacturers Association, German PV equipment and component manufacturers reported a very weak performance in the first quarter of 2013. A staggering 82% of companies indicated that their orders were worse compared to the same period in the previous year. Industry leaders have expressed concerns that the PV sector would not see significant improvement in 2013. Overcapacity, reduced investment, and industry consolidation are expected to negatively impact sales for German PV equipment manufacturers.

Dr. Fah, chairman of the Photovoltaic Production Materials Branch within the German Federation of Machinery Manufacturers, predicted a 1% decline in PV supplier sales for 2013, with a potential recovery in 2014. Despite these challenges, only 9% of companies have implemented short-term measures in the coming months. Most PV suppliers remain committed to maintaining stable staffing levels, with few expecting layoffs in the near future. Some reorganization efforts have already been completed.

Wissendorf, head of the PV Production Materials Division, emphasized that although the industry faces major challenges, confidence remains high. He pointed out that all key indicators show that German PV equipment continues to play a leading role as an innovation driver and solution provider in the solar production sector.

Currently, the German PV equipment manufacturing sector is experiencing under-employment, with insufficient order backlogs. As of the first quarter, the order backlog stands at 2.3 production months, significantly lower than the average of 5.6 months across the broader machinery and equipment manufacturing industry.

Long-term investments aimed at improving competitiveness are primarily focused on research and development, with additional funding directed toward energy efficiency improvements. Dr. Fah noted that German PV suppliers face considerable pressure to survive the current market turbulence while continuing the legacy of success in the solar industry. In addition to enhancing innovation capabilities and exploring new markets, the industry’s future strategy also involves reducing production costs and strengthening synergies between mechanical equipment manufacturers and key customers.

At present, around 100 members of the German Machinery and Equipment Federation are involved in photovoltaics. The establishment of the Photovoltaic Production Materials Branch at the end of March 2010 has helped expand member activities and increase the visibility of the industry.
