In order to implement the spirit of the Central Economic Work Conference and accelerate the cultivation of the pioneering enterprises with innovative capabilities, in accordance with the "Implementation Plan for the Special Actions for the Cultivation and Promotion of Individual Champion Enterprises in Manufacturing Industry" (Ministry of Industry and Information Technology [2016] No. 105, hereinafter referred to as the "Implementation Plan"), Combining the first two batches of selection and cultivation to enhance work experience, the third batch of manufacturing single champion enterprises and individual champion products will be organized. The relevant matters are hereby notified as follows:
First, the application category and conditions
(1) A single champion enterprise. This category is divided into model enterprises and nurturing enterprises. Enterprises that meet the conditions for 9 applications for demonstration (cultivation) enterprises as stipulated in the Implementation Plan can apply voluntarily. Among them, the selection of this batch of cultivation enterprises should be in accordance with the principle of good selection, and the requirement is that the market share of the main products in the past three years is the top 5 in the world and the first in the country.
(2) Single champion products. The main conditions for applying for individual champion products: the single product ranks in the top 3 in the global market share; the production technology and process are internationally leading, the product quality is excellent, and the relevant key performance indicators are at the leading level of international similar products, giving priority to “Made in China 2025†Products in key areas; enterprises have independent legal personality, various management systems are perfect, brand strategy is implemented, and business performance is excellent; the company has no environmental violation records in the past three years, and the energy consumption of products has reached the advanced value of energy consumption limit standards.
Second, the relevant requirements
(1) Defining product definitions. The applicant company should accurately fill in the product name, and report the product category in principle according to the “Statistical Product Classification Catalogue†with 8 or 10 digit codes. It is difficult to accurately enter the product and should conform to the generally accepted practice in the industry.
(2) Proof materials. The applicant enterprise shall provide proof of product market share issued by an authoritative third-party organization (generally a national industry association registered by the Ministry of Civil Affairs, excluding branches and special committees) (see Appendix 3 for the format). Relevant industry associations are required to provide proof of market share for qualified enterprises based on the principle of objectivity and fairness. The tax payment certificate is subject to the relevant materials issued by the tax authorities. The company is responsible for the authenticity of the materials provided.
Third, the work organization
(1) Recommended units. All provinces, autonomous regions, municipalities directly under the Central Government and cities with separate plans, and the competent industrial and informatization departments of the Xinjiang Production and Construction Corps are engaged in the same level of industrial economic associations, and are responsible for the organization and recommendation of the local enterprises. The central enterprise may organize the recommendation work of the enterprise and its subsidiary corporate entities. During the work, the relevant government departments and associations may not charge the enterprise in any form.
(2) Strictly check. According to the requirements of this notice and the “Implementation Planâ€, the recommending unit shall conduct preliminary evaluation and demonstration of the applicant enterprise and products and strictly check the quality of the recommendation; if the preliminary evaluation is passed, the enterprise shall fill in the relevant form materials as required. To apply for a demonstration enterprise, fill out the "Enterprise Application" (see Attachment 1); apply for nurturing the enterprise, fill out the "Enterprise Application" and prepare the "Cultivation Development Plan" (refer to Annex 4). To apply for a single champion product, fill out the Product Application (see Attachment 2). In order to ensure the quality of the application and the selection work in an orderly manner, the same enterprise can only apply for one of the model enterprises, the cultivation enterprises and the individual champion products; only one product can be applied for the individual champion product category.
(3) Submission of materials. The recommended unit shall officially report the documents and recommend relevant enterprise materials (including application form, cultivation development plan, relevant certification materials, paper documents in duplicate and Word or WPS electronic document CD) before June 30, 2018. , the Ministry of Industry and Information Technology (Industrial Policy Division), China Federation of Industrial Economics.
